Board Approves Reopening Plan,
Superintendent Firm on Authorities' Safety Protocols

     Wednesday's Governing Board Meeting was a step forward for Mt. Diablo Unified School District. The Board unanimously approved a reopening plan entitled, "Reconnect Safely, Reopen Strong," (below) and a draft agreement for parents, staff, and students. In so doing, complete alignment with county and state public health guidance for procedures, metrics, and conditions of reopening was solidified. The Board and Superintendent emphasized that, at the negotiating table, any proposals from unions containing metrics that supersede public health guidance should not be accepted. The negotiations table should be reserved only for other important items.

     At the meeting, Superintendent Clark acknowledged the tremendous difficulty and stress that distance learning has had on families, and expressed appreciation for district staff. "We are aiming to reopen in some form when we get to the Red Tier," said Superintendent Clark, who noted as well that Contra Costa's COVID-19 metrics continue to improve.

     Excerpt from the weekly Organizational Update to the Board

     "A working group of the District and MDEA met on Thursday February 11 to discuss the Hybrid model for re-opening.  The main area of disagreement has been in the area of Safety Metrics. 
     Teamster negotiations will continue on Friday, February 19th regarding the next (i.e. successor) contract.  After successor contract negotiations, Teamsters and MDUSD will discuss an MOU for Small Group Support Hubs and begin tentative discussions about a Hybrid MOU.  Teamsters are formulating questions for a meeting with the CBO.
     After the Board approved the CST successor contract at the Board Meeting on Wednesday (02-10-21), CST and MDUSD will discuss an MOU for Small Group Support Hubs and begin tentative discussions about a Hybrid MOU.
     CSEA has expressed interest in meeting with MDUSD to discuss a Hybrid MOU and explore fiscal questions regarding the successor contract and a meeting with the CBO." - Dr. John Rubio, Chief of Human Resources
